That's not wrong. We invited david-given to repost https://news.ycombinator.com/item?id=14165741. But it's only at #1 because the community upvoted it.

How does "invited reposts" work? Do the mods send email/PM to ask them to re-submit the link(s), or the mods are doing that themselves?

The former. But we only do that when the post is older than a few days. Otherwise we re-up the original submission as described here: https://news.ycombinator.com/item?id=11662380.
