In paper reviews you can often see reviewers asking the authors to rewrite, clarify, add extra experiments, add missing citations. It's all normal.

Usually those are "accept with minor revisions" or "revise and resubmit". Rarely are they grounds for complete rejection. This is extra true for internal review, since the actual conference review process would provide an additional layer to ensure that the scholarship was strong.
