It refuses to install when there are conflicts now.

    $ pip install "six<1.12" "virtualenv==20.0.2" -q
      ERROR: Cannot install six<1.12 and virtualenv==20.0.2       
      because these package versions have conflicting 
      dependencies.

only if you are installing the packages simultaneously. it still does the wrong thing if it conflicts with a package already installed
