There's always a long tail. The big issues (like the fact that docker doesn't currently work) will be dealt with quickly, but for every relevant package that 99% of people indirectly need to be updated, and then that updated version to be linked to in the thing you're actually using takes time. It will also turn out that there will be a few things that aren't maintained any more and replacements will be needed.
