TODOs? Probably not. I see TODOs as jobs which aren't immediately relevant to the work-in-hand, an "extra, not necessary now" so to speak. They go better in a separate TODO file.
FIXMEs? Probably yes. Everytime you see that code, it reminds you that this is a pressing job to be done now.
