Corporate monopolies can easily force one-sided contracts on users, but that's just a reflection of their market power. In a perfect world judges would rule them unenforceable, in our world corporations fund the people who appoint judges.
I don't see anyone be forced to engage with Google, and it's not as if the play store doesn't provide value back to developers. It's enforceable because it isn't one sided. In a perfect would we hold the legislators accountable for this mess since they're the ones writing these laws.
