Ask HN: Lead generation sites and Adwords

I'm in the process of teaching myself how to be an expert in marketing and lead generation. I do this, I must confess, because I tried to learn coding, was pretty mediocre and wisely chose to focus on the other, more interesting side of start ups and business ventures. Anyhow I digress.

I asked on some Adwords forums and I can't seem to find a definite answer to this. Would I be banned by setting up a site which offers basic lead gen pages to businesses and then promoting those pages via adwords?

Some people say it should be fine as long as it's op-out but others say it's too much like the affiliate marketing Google likes to ban.

So how do I test this without permanently losing the ability to use the awesome traffic builder that is Adwords?
