Strangely, in the context of the "Coffee without cream" example given in the video, I can see it
possibly interpreted as "Coffee, with cream on the side, but not in it - I'll pour it myself". It's a stretch of assumption, but depending on culture, it could make sense.
"Shirt without stripes" is harder to imagine it meaning "strips on the side. I'll add them myself".
Language is ever so complicated and contextual.
