Why did no one go to prison for the tech hiring antitrust case in 2010?

I am not familiar with antitrust law, but it seems very surprising that no one was punished more (e.g. Eric Schmidt). Obviously if you have money you can get away with more but I was curious if there was any legal reason they got away without prison time.
