Ask HN: Which bank is friendly to developers (with APIs and Oauth) support?

So, Is there a bank which provides a easy to use API or digital wallet, which then lets me download my banking data and lets me write (personal)apps around it?

I am looking for something that lets me 1) Set limits on a per merchant basis, not on a per category basis. 2) Send me OTP alert if its a credit card amount beyond a certain amount (My teenage kid uses a addon card.)
