The official name is Federal Republic. I have never seen anybody use the term "German Federation" and can't find many references on Google either.

They wrote it with small capital, which means it was used as a generic term which is completely fine.

OP was asking if "German federation" was "a more literal translation of Bundesrepublik Deutschland", which it definitely isn't.
