I went through that website before posting. That's why I thought it was a Gitlab-like service. I like that it works without JavaScript, and it appears to have a wiki-like integration too.
It's designed so that most (all?) of the tasks you might do are "web optional" so e.g. old fogies like me can submit PRs via e-mail, and have the young whippersnappers review those requests on the web.
