On the contrary, filing a bug report now can help them get it sorted out before lots of other people run into the same problem.

He's saying the issue wasn't a specific bug, rather they just haven't turned on enough capacity.

Yes but this is unlikely given CF's response. If they were short on capacity they wouldn't turn on two million people in one day and then ask for bug reports.
