I have a Mazda 3 (2016). There is a touch screen but the touch mode is active only when the car is not mooving.

Yes, same for my 2018 model. They turned it off with the new 2019 model.

It's probably worth mentioning that screen on 2019 model isn't really within comfortable arm reach anymore and it's now way higher on the dashboard.
