I can't fathom the situation you described since 5.8GHz has far more unoverlapped channels instead of just 3.

He said "apartment 5 is often more crowded than suburb 2.4"

2.4 is unusable in an apartment building because the range is so great. I live in a 3 unit so I am happy with my 5 Ghz but in a very dense building I could see problems.
