So does this mean that if I pay for this as an Android dev and I have Play store issues, I can talk to an actual human instead of to a bot that just sends the same auto-reply ? And does it mean getting actual answers instead of them evading the question ?

If you aren't in one of the small number of supported regions, you can't see this information. In Hong Kong, we just see a page that says "Google One is coming soon. Expanded storage, access to Google experts and more – in one shareable plan. Be among the first to know when Google One is available in your area."

I did read the page, the point I was raising was that the page left me with more questions than answers.
