Ask HN: Shouldn't privacy policy and Terms of service be universal?

Is it the time to make universal standards for Privacy Policy and terms of use. Why I as a user have to make a one-sided personal negotiation with websites and apps. When internet has come together to decide on SSL and licenses like GNU, GPL & Open Source. Should it come together to make open TOS & PP as well?

We as a user would have an agreement with that open standard, not the company. And may be at the time of breaches and if it's not personal and universal. The company at fault will have to pay per incident. Bugs to be on the lower side and ignored issues on the higher side.
