Ask HN: How do I publish a white paper?

I came up with a few new concepts this week that seem to cover some new ground (as best I can tell) in terms of determining time complexity of sorting algorithms, as well as some new algorithms that take advantage of these concepts to be very efficient (I'm still working on the math to determine their exact efficiency)

How do I get them published? Is there a certain format the papers need to be in? Is there a certain journal I should submit them too?

I basically have no idea how to go about this and any help would be appreciated. I've never published an academic paper before and Ive been out of school for over a decade.
