Yes, totally. But given Windows's prevalence in businesses, there would've been many serious reasons for business users to use Windows Phone, even if few of the apps were native.
And on the consumer side, it was faster and leaner than Android at the time, especially on cheaper hardware. I bet Android apps would've slowed that down a bit but "I miss this one single app" wouldn't have been a reason to avoid the platform anymore.
