A while ago I wrote a paper for my MA on this. I wondered if there was some kind of way the creators of music etc. could directly license to ISP's access to their works, sold in bundles (i.e. music bundle for $x, movie bundle for $x etc.). I know it might be a pipe dream, but if musicians, movie makers and hackers in poorer countries could somehow directly participate in it (without silly record companies), then i'm certain it could bring down the likes of Pirate Bay.
