Having looked at search terms users enters on a lot of client sites, I don't believe that for a second. Users are exceptionally bad at composing search terms.
You are probably right. Who searches? Is it really just the long-tail that can't be served by good navigation and the most important content in prominent places? Or could one optimize the rest first? (of course, a bit of statistics on what is accessed frequently helps here too)
