Keep in mind that in France, very few people know that Amazon is more than a website selling books and random stuff. But in the US, very few people know about OVH and Scaleway.
Not to mention that Amazon is selling a large ecosystem of services and you pay for it accordingly. If someone doesn't need that, they'd be crazy to pay Amazon's premium. OVH and Scaleway are selling fundamentally different products than AWS is.
