I agree that city driving is a more complicated issue. Freeway speed limits are a much easier case, but maybe I'm just missing driving on the Autobahn.

I think the real win is proper spacing, not increased speeds. Human drivers are really good at tailgating and causing bunching.

Higher speeds mean a longer following distance, which might not be a win on urban highways.
