At least by http://www.quora.com/How-do-I-run-Mac-OS-X-on-a-non-Apple-co... and http://www.quora.com/Is-it-illegal-to-install-OS-X-on-non-Ap... it is technically possible (though unstable) to run OS X on non-Apple hardware, but illegal. No mention that it is legal to run the server version of OS X on non-mac hardware.

Maybe I should have been clearer. In the past you were not allowed to run OS X server in a virtual machine on non-apple hardware because of licensing restrictions. They loosened this restriction so that you can run OS X server in a virtual machine on non-apple hardware. Those sources are irrelevant to that.

I was responding to "Meanwhile there is no amount of money Apple will accept from you to run a mac vm on non Mac hardware." And this is not true for OS X server.

As far as I know the only restriction they loosened was the number of VMs you could run on Apple hardware. OS X server hasn't been an actual version of their OS for a while, it's just an app in their store now.

That said, I would be thrilled to be proven wrong about this.

IANAL, but is contract infringement actually illegal? It may not be without consequence, but it is against the law?

IIRC, it's illegal according to civil law but not illegal according to criminal law.
